CPSR centers on product safety assessment. Preparing a single checklist with the formula, test results, labeling, and responsible person details significantly reduces back-and-forth document requests.
Cosmetics exported to the EU require a Cosmetic Product Safety Report (CPSR) and an appointed Responsible Person within the EU. Assessment data is typically scattered across formulations, testing results, and labeling. Organizing these documents in advance saves time compared to submitting them later.
1. Formula and Ingredient Information
Provide a complete list of all ingredients with their specific percentages, including the exact names of fragrances and colorants. If the formula contains nanomaterials or other components requiring additional disclosure, prepare corresponding documentation accordingly.
Verify ingredient compliance against target market regulations, including banned substances, restricted substances, and colorant lists.
2. Detection and Stability
Routine microbial testing, heavy metal testing, and stability observation records are required. Stability data must cover the intended shelf life and match the actual packaging materials used.
Archive packaging compatibility test results together to avoid rework during the assessment phase.
3. Tags and Owners
Labels must include the responsible person's name and address, batch identifier, ingredient list, and necessary warnings. The responsible person must be a natural or legal entity established within the European Union.
Once all documentation is complete, the notified body will issue the report and initiate the CPNP notification process. We recommend creating a reusable template for this document set so that subsequent products in the same series can follow the same structure.
